“Having spent many years as a member of LVMPD’s Executive Staff, I have been responsible for reviewing over 100 serious incidents involving both police and corrections officers to identify recommendations and strategies for improvement. These incidents have included officer-involved shootings, in-custody deaths, and significant uses of force that resulted in serious bodily injury or death.”
As former Chief Operations Officer (Undersheriff) at LVMPD, Chris truly believes that “facts matter” and is uniquely qualified to testify in all aspects of public safety litigation. Chris will provide you with the best expert report, testimony, and case support as your dedicated expert witness.
Chris’s effectiveness at being deposed, providing testimony in arbitrations, and case guidance were instrumental to improving policy and practices at the LVMPD.
“Chris has over thirty years of law enforcement experience which he will draw from to help provide insight and guidance in any police practice case. He has an immediate grasp of the scope of police procedure issues and will quickly identify potential case complications. Chris has testified for the Las Vegas Metropolitan Police Department in numerous legal proceedings, including depositions and during trial, in both state and federal court. I have observed Chris use his experience and knowledge in critical cases. I highly recommend Chris to anyone who values an expert who will distill complex information into easy-to-understand concepts that will provide value to your case.”
Ruth Miller Esq.
Assistant General Council | Las Vegas Metropolitan Police Department
Chris was appointed Undersheriff of the Las Vegas Metropolitan Police Department (LVMPD) at the beginning of 2021 having previously served many years as an Assistant Sheriff and Deputy Chief of detectives. LVMPD is an agency that has always been at the forefront of reform and progressive policing practices.
During his 32-year law enforcement career, Chris has developed an extensive background in creating and reviewing the most critical policies affecting law enforcement, such as using force, foot pursuits, vehicle pursuits, search warrant service, and de-escalation.
Further, Chris has spearheaded detailed briefings and critical incident reviews of well over 100 officer-involved shootings (OIS) and in-custody deaths. These incidents were dissected in detail so that policy and training adjustments could be implemented and to effectively transform the culture of LVMPD and the perception of law enforcement. As a result of these efforts, LVMPD reduced its OIS events by almost 50 percent in 2021.
